Recipe for the fondant/cream white filling in some licorice-like ropes?

I'm not even sure whether that filling has a proper name or not, since I haven't find anything online.

Also, I have checked the ingredients used in several brands of licorice candy, but haven't been able to figure out something that sheds some light. I know for sure there will be a lot of sugars involved and some flour/starch, but I cant imagine how to achieve something similar.
