[Help] Salmon cakes

I recently bought a whole bunch of frozen salmon fillets as they were on sale at the store, but I wanted to do something a little different than just pan-searing or baking this time. I decided on making a cake, so I have been looking around at recipes to create my own version. I've been noticing that all of the recipes call for cooked, flaked salmon, but I was wondering if the salmon needs to be cooked prior to making the cakes. My plan was to use ~1/2 pound thawed, diced salmon and combine with panko, egg, finely diced onion, a bit of mayo, and various spices (Old bay, garlic, parsley, Worcestershire, paprika). Brown both sides in a skillet then bake until done inside. Top with lemon.

My main question is the viability of using raw salmon in a cake, but any alterations to my recipe are welcome. Thanks in advance!

bon appetit
