Request: Breaded shrimp - egg free, milk free breading. Fish soup advice.

What is the best egg free, milk free, recipe/technique for breading? I want to make breaded shrimp (preferably with planko). Is there a way to do it properly without eggs? I've goggled this question but got conflicting answers. What is your best recommendation for an accompanying dipping sauce?

Also what are your best tips/advice for fish soup?
